Daschle Rejects Bush's WMD Commission

Insists on Democratic input into panel's composition, scope

Senate Minority Leader Tom Daschle calls the Bush plan a fraud and a sham.

WASHINGTON (CNN) -- Senate Minority Leader Tom Daschle (D-SD) said today that President Bush's plan to unilaterally appoint an intelligence review commission was a "non-starter" and insisted that Democrats must be full partners in the investigation or it will be seen as a whitewash.

"For the president to hand-pick the panel which is to investigate his own administration's failures is completely unacceptable, and his apparent intention to limit this investigation to intelligence agencies while ignoring executive branch decision-makers just beggars belief," Daschle said. "I will not stand for this. No self-respecting Democrat - really, no self-respecting American - could tolerate such a travesty".

President Bush said Monday that he alone would appoint a commission to investigate U.S. intelligence gathering in Iraq, as well as weapons proliferation in general and a wide range of other intelligence agency-related issues.

Daschle declared this unsatisfactory. "The question at hand is how and why we launched a war to disarm a country which was already disarmed, at great cost in American lives, money and prestige. This is not a political issue but a national security issue of the utmost importance to all Americans."

"For an investigation of this debacle to have a shred of credibility, members of both the Republican and the Democratic leaderships must together determine the panel's composition and scope. The White House, a prime subject of the investigation, cannot dictate its terms."

In a press conference today Daschle vowed he would "take the issue to the country", and bring Congress to a standstill if necessary, to force White House acceptance of Democratic participation in the process. He also indicated that he had the support of virtually all Senate Democrats - "not counting Zell Miller, of course" - and that his House colleagues were also on board.

"We are all outraged and this is no time for business as usual. Mr. Bush may posses the presidency, but in our two-party system the other party is not chopped liver. On a matter this critical to the security of our country, Democrats cannot be observers but must be participants. And I will not rest until we are full partners in this investigation."
