Just how big is al Qaeda? Last month, George W. Bush's said that "thousands of trained killers are plotting to attack us", but that assessment appears to be contradicted by this Palm Beach Post report:

FBI: Just 200 hard-core Al-Qaeda

WASHINGTON -- Senior FBI officials believe there are now no more than 200 hard-core Al-Qaeda members worldwide.

"Al-Qaeda itself, we know, is less than 200," said an FBI official, referring to those who have sworn allegiance to Osama bin Laden, the alleged mastermind behind the Sept. 11 terrorist attacks.

That figure -- far fewer than recent press reports have suggested are in the U. S. alone -- is based on evidence gathered by the FBI and CIA. It includes Al-Qaeda members who are now in custody at Guantanamo Bay.

If al Qaeda really consists of only 200 hard-core members then it's only about one-third the size of Al Capone's gang at its peak in 1929.

White House spokesman Ari Fleischer explained today why his employer desires the authority to eliminate civil service protection for Dept. of Homeland Security employees:

If a border patrol agent is found to be intoxicated, and lets a potential terrorist into the country, he or she cannot be fired without a written 30-day notice and must be paid during that notice period.
When asked about this by a researcher for CNN's Crossfire, National President of the National Federation of Government Employees Bobby Harnage responded:
Mr. Fleischer is dead wrong. If an employee was drunk on the job and allowed a terrorist into the country he could be fired immediately as a national security risk. Notwithstanding such a circumstance, under current rules an employee drunk at work could be immediately suspended from the job, and then removed entirely from the payroll.

Why no rush? Supporters of Barney Frank's States' Rights to Medical Marijuana Act held a meeting to discuss the bill in a Capitol basement room last night. Participants included California Republican Rep. Dana Rohrabacher, who suggested that Congress should "get over some of the stereotypes and hangovers from the '60s", and Rep. Ron Paul (R-TX) who called the denial of access to marijuana to suffering patients "criminal". And among those who came to speak to the lawmakers was a former Ronald Reagan aide:

Lyn Nofziger, an aide to Reagan in both Sacramento and Washington, spoke of his daughter's painful death from cancer a decade ago. Her suffering, he said, was relieved only by her family's illicit acquisition of marijuana for her use. The experience turned him into a staunch supporter of the medicinal use of the drug, he added.
There is widespread public support for medical marijuana use, which is already legal in nine states. So why did the meeting participants agree that their cause -- getting the federal government to butt out of states' laws on the use of marijuana for medical purposes -- was pretty much hopeless right now?

As of this writing, that legislation has 37 cosponsors (with the most recent sponsor having been added 06/05/2002) of which 33 are Democrats, 1 is an Independent and 3 are Republicans.

Rep. Barney Frank, defender of states rights. No, really. Representative Barney Franks (D - MA) has introduced H. R. 1344 (PDF), the well-named States' Rights to Medical Marijuana Act.

No provision of the Controlled Substances Act shall prohibit or otherwise restrict an entity established by a State, in which marijuana may be prescribed or recommended by a physician for medical use, for the purpose of producing marijuana for prescription or recommendation by a physician for medical use from producing and distributing marijuana for such purpose.
If the results of the non-scientific CNN QuickVote on the question Should the federal government legalize medical marijuana? are any indication, this act should prove popular with the public.

Bushwater, the diagram, graphically displays the network of people and businesses within which George W. Bush's business career was constructed. I haven't thoroughly fact-checked this Bush Watch production, but the detailed footnotes appear to comport with reality.
